I think what the article is saying is this may be a win-win. You could pay a lower interest lower fee mortgage to your parents and THEY are getting a higher return on their investment. It is not saying to give your deadbeat child with a credit score of 400 a really great loan and hope for the best.
The key here is you said he has the program in a STATE!!! Each state should be able to decide whether or not they want this program. That is how the constitution was set up !!!
