In the highlighted budgets are they getting free health insurance, car insurance, life insurance, gasoline, home repair, personal property taxes?  They have to be getting at least free health care or going without as there is no way 200 per month pays for all that.

Has anyone read why they are doing this?  Seems like it would only hurt their tourism and I haven't heard anything about crime problems or anything.  Who is behind it and why?

Ditto to what Who Knows Life said.  Bribing adults to do the right thing.  Sad state of affairs.  But apparently not all people are going to clean it up so Blue1994 is right if it gets them to clean it up for the price of Wi Fi is cheaper than a cleaning crew.
