Back in the day when we got too rowdy in the house in the summer Mom always said "go outside and find something to do or you are going to wipe all the fingerprint smears off the doors, windows,etc" with rags and a bottle of cleaner at the ready. I'm with the school all the way on this one. Most likely Mom's standard of good behavior differs vastly from the school's. Could they have offered the child the option to bathe in a school locker room or place with a shower and stood outside the door with an offer to assist if needed?
That might be the best option for children whose families don't have running water, soap, etc.
