Hey, garyinok.  It's not sales tax.  It's income tax.  Capital (not Capitol, that's Washington DC.) gains is income only when you have bought something and sold it for profit - less than a year it's short-tern taxed as ordinary income, more than a year it's long-term taxed as capital gains.
