You might want to do some research into how many technologies we use on a daily basis originated from technologies developed for space travel and exploration or from the military.....  Once you do, you may not be so quick to criticize the government for "wasting" the money that developed those things.

Yeah, the person who submitted/sent the picture should have obtained permission first.  Have fun in court.   That said, it isn't exactly the cutest baby I have ever seen........
