In the 1980's the airlines requested the government not set fares. the government let the airlines set their own fees. It has not changed. Price a trip with multiple airlines and you will get multiple prices. Best shot in the 48 states is Southwest or jet Blue.

Fly Southwest, you will get priority seating if you ask when you arrive at the gate. Southwest is very family oriented and will go out of there way to satisfy your request.
