We will never pay off or even pay down the national debt.   There is just to much pain for our people if were to make any significant moves in that pay off.   So we will just pass the problem on to those who come after us.

We missed our chance to pay for the budget when we long ago decided to sell all of our government owned oil and gas lands to private companies.   Look at all the revenue the USA Could have if the money for oil and gas on federal controlled lands went to our government rather than to private companies.
