There are plenty of rather intelligent criminals who will never face trial, let alone a jury.  And those are just ones who break actual laws.  Others include some who write the laws to be passed by duly-elected politicians, many of whom they own.

Tomkins might win a reduction of sentence on appeal unless the judge is a certified explosive device forensic expert.  Me, I would say that there's no inherent risk of spontaneous explosion for black powder.  If there was, then I wouldn't sill have my limbs, eyesight and hearing.

Maybe not in the U.K., but some states and cities in the US have statutory limits on the amount of accumulated fines for overdue library books.
