It's all about Congress.  They make the budget.  Presidents don't do squat except take the credit/blame for whatever happens on their watch.

Apparently earning a good credit score is not the same as having good credit skills.

WS6 Trans Am:  It is a tax credit, not a deduction.  That means you get all your money back (well, assuming you pay taxes).
