Yes. The way to avoid tax trouble would be for the government to reform this archaic system to begin with.  It should have been designed in a way that the temptation of getting in trouble didn't exist.

Happened in Pittsboro, Indiana. My family member makes only three charges a month on their card, so it was easy to spot when the charges came in from a place on the east coast.
