Sounds like you were misled a little.
There are laws, known as flag code, but they aren't enforceable in a legal sense. The US government says that it would be unconstitutional to punish someone for not treating the flag in accordance with flag codes.
Though these "laws" should be followed out of simple respect, they have no formal punishments... yes, they are on the law books but the US government says it would be unconstitutional to enforce them. They only remain there to serve as guidelines for proper flag etiquette.

Actually, what I learned is that it is called "flag code" and though it is technically a law, there is no punishment for breaking flag code and the US government deemed it would be a violation of the first amendment to do so. Though they should be followed by all out of simple respect of our nation, I'm fairly certain those flag "laws" apply only to military personal and not citizens.
