Unfortunately, if the owner is actually homeless, there is no way they are going to get a any money out of him for medical expenses, etc.!

It is a Federal offense if released by a medical person or facility.  The offender would be in for a big investigation!

No, he could not sue the student but, if that information was released from a medical professional or hospital to someone other than him or another person he gave permission to receive it, he could sue them.  And, if it was a medical person or facility, the Federal Government would like to talk to them, also!
