Why is it ok to have a scholarship for men only, for women only, for people of hispanic descent only, for native americans only...etc...and NOT have one for whites only....that would be reverse discrimination no?

I'd have to agree that the coverage for the people in West who need help is much much lower in the media chain and that is why there isn't much coming in.
