So far as Senor Frog's comparison to confiscating the belongings of pot smokers, while I agree that is not necessarily right either, the difference is that the "plant users" aren't major contributors to the economy. When the people whose money they are taking decide to relocate, jobs will go with them.
I agree also. It's so arbitrary that it will shake the basic faith people have in their ability to do business at all. A lot of money will be expatriated beyond the borders of France and a lot of people will be giving up their citizenship to move to friendlier countries too.

The biggest threat to prosperity is the lopsided concentration of wealth which fosters usury, dampens demands for goods and reduces productive use of both capital and labor. We need fewer parasites at both ends of the income spectrum and more workers, small businessmen and stable households.
