But it's ok for them to drive around on Hydrocodone? I have known several officers including high ranking officials that drive on our roads everyday while taking pain meds.

Hey Pedro, It is part of a COMPENSATION part of your pay. Employers also save money when they put 13,000 people on a health plan and then turn and offer it to you as part of compensation. I do not understand why you would think that they just offer it to you without that consideration?

Is there anything in the ADA that says you can pay the employee for insurance and have the INDIVIDUAL pick their own plan? if not, why? They are still paying for insurance,  it is the individuals responsibility to get the coverage they desire.

Also Employers provide insurance as a form of compensation. If the employer does not want to offer that then maybe they should pay the employee more? just a thought.
