I am a private businessman and I will rail against government wastefulness whenever I see it.  However, perspective is important.  Businesses spend a whole lot more than $5000 to entertain, motivate and reward top caliber staff.  The staff at NOAA are generally PhD level folks who are working for a lot less than privat...more
