I looked into relocating to Canada years ago and it is not an easy process.  Unlike the United States, Canada is not interested in "your tired, your poor, your huddled masses..." and the door isn't open for "the wretched refuse of your teeming shore". One of the reasons quality of life is a bit better there I guess.
