That really is a new level of awful. I don't think I would go without suing. Maybe not the school if the records were kept correctly and stolen, but whoever stole his records and whoever created that flyer should be kicked out of school at the very least.
They're not telling him he can't fly the flag; they're telling him he needs a permit to build/have the flagpole. One of my cats insisted on sleeping with me, but his 15 pounds got to be a bit heavy, and a bit hot! (Not fat--just huge.)
