should be total weight combined of person and luggage. It's ridiculous to charge a petite woman as mentioned in the article extra for a bag that is 5 lbs over the 50 lb limit but a 400lb person with a carry-on doesn't have to pay more.

where I grew up, any place that delivered, there was no delivery charge.  pizza, chinese, japanese.  whatever.  service offered that adds to the bottom line. no idea if this is still the rule as I haven't lived there in 20 yrs

lazy people who don't want to pick up their pizza?  These people are paying money for your product that they most likely would not be buying if you didn't offer delivery.
