How is speeding less safe (i.e. lower rate hike percent) than driving without a license?
A license is plastic piece of paper that says you are at least 70% skilled at operating a motor vehicle. (Or whatever the pass/fail rate is). It says nothing about how good of a driver you are.
1) The way the system is set up, today's revenue is paying for your monthly SSI check or Medicare cost. Not dissimilar to a pyramid scheme.
2) The taxes confiscated from your 41 years of paychecks was given to someone who is now dead. Your money wasn't stored in a vault for safe keeping until you needed it.
